Links an external bank account to the specified account (ACH, wire, etc.).

Deprecated. Use Addresses. Create an off-chain Address (ACH/Wire/RTP) and pass its address_id to Transfers. Plaid endpoints have moved to /accounts/{account_id}/plaid/*.
